Transformational Change:
Infrastructure provides the foundation upon which civilisation depends.
This App enables National Infrastructure Reports to be developed from observations and assessments made by qualified Professional Engineers in the field. The results of these assessments are then shared on a web platform with the Engineering Professions, Governments and with the Public at large.
The App allows Engineers to capture data in a structured way on their mobile phones about the state of various infrastructure elements during their work/travels. The data and a photograph of the infrastructure item is logged using the App, together with a precise GPS location and an expert assessment of the condition of the item being recorded.
After a Moderator from the Engineering Institution has approved the content, the data is then made available through a web interface where it can be seen by the whole Engineering Community, Government and the Public at large.
The web interface shows the individual infrastructure elements across a range of sectors - Transportation, Water and Sanitation, Energy, Buildings and Telecommunications. The website also provides an overall assessment across each sector.
The objective is to provide an avenue that could assist with making a Transformational Change with regards to how infrastructure is regarded by Government and the Public.
In countries with high HDIs the “engineering space” is characterised by respected engineering institutions, transparency, effective agencies for delivering large scale capital programmes and managing infrastructure. The advice of professional institutions on infrastructure (eg through infrastructure report cards) and related matters is sought and listened to. This needs to be replicated in Africa. How?
Infrastructure Scorecards present one avenue to make a Step Change. Infrastructure Reports/State of the Nation Reports developed by the Engineering Institutions in such as Nigeria, South Africa Australia, NZ, the USA, and the UK have become established as a means of influencing Government action and securing funding for infrastructure. The Engineering Institutions in these countries produce them to catch the media’s attention and influence Governments and political parties. But producing them can consume a lot of member time to produce if they are part of a formal framework.
The Africa Infrastructure Report App (AIR) represents a Step Change in how an Infrastructure Report is put together and disseminated. And through the power of social media, the whole nation, politicians, press, institutions will very quickly become aware of the Infrastructure Report Card. What happens next? Pressure to act – and investment in the underpinning infrastructure upon which civilisation depends!
